Введение. Первая помощь — особый вид помощи, является первостепенной мерой в цепочке выживания пострадавшего в чрезвычайных ситуациях. Объём оказания первой помощи в настоящей редакции нормативных правовых актов недостаточен в ситуациях, когда пострадавший находится в отдалённой, труднодоступной местности и отсутствует возможность оказания скорой медицинской помощи, что существенно снижает его шанс на выживание.

Цель работы — определить перечень мероприятий по оказанию расширенной первой помощи и разработать предложения по совершенствованию регулирования отношений в сфере оказания первой помощи в расширенном объёме между участниками этих отношений для защиты их законных прав и интересов.

Материалы и методы

Материалы и методы. Материал исследования: нормативные правовые акты, регулирующие отношения в сфере оказания первой помощи и определяющие её объём. Методы исследования: аналитический, логическое и информационное моделирование.

Результаты

Результаты. Анализ изученных нормативных правовых актов показал наличие правового пробела в сфере регулирования оказания первой помощи — неопределённость объёма оказания расширенной первой помощи. С целью усовершенствования нормативно-правового регулирования деятельности по оказанию первой помощи автором разработан и предложен к обсуждению проект объёма оказания расширенной первой помощи для включения его в действующее законодательство.

Ограничение исследования

Ограничение исследования. При исследовании вопросов по оказанию расширенной первой помощи были отобраны и проанализированы 18 нормативных правовых актов: Конституция РФ, 7 федеральных законов, 10 приказов профильных министерств; а также 2 технических акта (ГОСТ).

Заключение

Заключение. Разработанный проект расширенного объёма оказания первой помощи предлагается для консультаций и дискуссий с определяющими политику здравоохранения государственными структурами и должностными лицами, а также представителями научных учреждений медицинского сообщества с целью выработки управленческих решений, направленных на достижение высокого уровня сохранения жизни и здоровья человека и гражданина в экстренных ситуациях.

Соблюдение этических стандартов. исследование не требует представления заключения комитета по биомедицинской этике или иных документов.

Introduction

Introduction. First aid is a special type of assistance, is the primary measure in the chain of survival of the victim in emergency situations. The scope of the first aid in this edition of regulatory legal acts is not sufficient in situations where the victim is in a remote, inaccessible area and without the possibility of providing emergency medical care, which significantly reduces the chance of survival.

The purpose of the work is to determine the list of measures for the provision of the extended first aid and develop proposals for improving the regulation of relations in the field of the first aid in an expanded volume between the participants of these relations to protect their legitimate rights and interests.

Materials and methods

Materials and methods. Research material: regulatory legal acts regulating relations in the field of the first aid and determining its scope. Research methods: analytical, logical, and information modelling.

Results

Results. The analysis of the studied normative legal acts showed the presence of a legal gap in the field of regulation of first aid including the uncertainty of the volume of the extended first aid. To improve the regulatory and legal regulation of first aid activities and contribute to the current legislation, the author has developed and proposed a draft volume of the extended first aid for discussion.

Research limitations

Research limitations. In the study of issues related to the provision of the extended first aid, 18 regulatory legal acts were selected and analyzed: the Constitution of the Russian Federation, 7 federal laws, 10 orders of relevant ministries; as well as 2 technical acts (GOST).

Conclusion

Conclusion. The developed project of the expanded first aid is proposed for consultations and discussions with state structures and officials defining health policy, as well as representatives of scientific institutions of the medical community to develop management decisions aimed at achieving a high level of preservation of human and citizen life and health in emergency situations.
